Managing multiple commodities is a crucial aspect of playing Victoria 3, and its "oil map" simplifies the tracking of where in the world oil can be produced, imported, or exported. However, the game's interface can be overwhelming with a multitude of buttons, which makes finding the oil map challenging when you are still learning the game.
To access Victoria 3's oil map easily, it is recommended to play as a country that is already producing oil. In this case, you can click on the Market button located on the left side of the screen or press F4.

You can then either scroll down until you find the good or make your life a bit easier by clicking the button whose icon depicts two cogs, which filters industrial goods. Oil has a grey canister as a symbol.
Once you find it, click on the icon. This brings up a breakdown of relevant details for the resource within your market but, more importantly, it highlights potential production spots on the world map. You can see them more easily if you zoom out, since they're highlighted in different shades of green.
The three buttons next to the price display also let you filter for potential locations, production, or consumption. At the bottom of the menu, you'll notice buttons to set up new import and export routes.
Clicking on them switches to another portion of Victoria 3's oil map which shows where you can import the good from and where you can export it to, depending on which button you click.
Another way to bring up the import/export route menu is by using the Trade Lens button (rightmost button on the middle bar), or press Alt+F5, then select either the import or export tab, followed by clicking on the oil icon.
If the country you play as doesn't happen to be an oil producer you can access Victoria 3's oil map by going to the Import Trade Routes tab in the Trade Lens menu, selecting the resource, then hovering over the yellow text in the newly opened menu on the left.
This brings up a tooltip that, once loaded, lets you visit the Details screen for the good, which highlights the regions in which it's available. Alternatively, you can also check the Details screen for a market in which it's present.
